Imperial Russia’s customs department after the Great Reforms: a pivot between center, periphery and population.

Project description:

By its very nature Imperial Russia’s customs department lends itself to analysis of center-periphery relations. In one or another form institutions of the customs department were present along the entire border and thus allow for a comparative approach.

The project explores the inner workings of negotiation processes between the center and its peripheral branches as well as regional hierarchies in state policy and the transfer of administrative mechanisms from one section of the border to another.

Further, customs authorities are considered as contact points between the state administration and the population. On the one hand my research focuses on the intrusion into existing ways of living in conjunction with the establishment of a border regime. On the other hand I examine how local stakeholders responded to the presence of customs representatives and oriented themselves within the new imperial framework.

Economic, political and religious cross-border links challenging the postulated absoluteness of state borders constitute the transnational dimension of the project. I investigate how the imperial administration evaluated and attempted to regulate such links and whether it was successful at realizing its intended goals.
